چکیده:

No scientific field can advance without dynamism. Every research paper has to introduce something new in scientific field in order to justify dynamism. How can we combine Geo information Technology (GIT), civil and industrial engineering concepts together to producea proper and applicable flowchart as a framework for earthquake crisis management? This paper introduces a new concept algorithm in rapid evaluation of subject buildings and city planning. The ancient city of Iran, Esfahan’s old region (historical texture) is selected for rapid evaluation according to which the remedial stages has been taken, under a comprehensive master plan governed by crisis management procedures. The objective is also to provide a crisis management master plan for the mega city of Esfahan based on the identification of the geographical status of Esfahan province. This research work applies Geographical Information System techniques and field studies based on FEMA approaches for establishing a scientific procedure in estimating the vulnerability of the given objective structure based on which the subject will be prioritized for decision making.
