This paper presents a technical and economical research and development study to examine and discuss the existing and projected state of development and application of a number of topping cycles of cogeneration systems for the simultaneous production of electricity and steam for the operation of water desalination plant using the well known multi-stage flash evaporator cycle (MSF) and Multi-Effect-Desalination (MED). A case study is presented to evaluate the benefits of integrating thermal desalination with existing power/desalination plants in the IRAN. The case is a 25 MW gas turbine engine that is coupled with a MED or MSF thermal desalination plant. The effect of cogeneration systems on reducing the cost of kw/h generated and water produced as compared to single purpose plants shall be examined. The relations between the cogeneration index of each cogeneration system, desalination plant performance ratio, power to water ratio (gain output ratio (GOR)) and number of units shall be investigated. The results show that a 25 MW turbine with a thermal desalination unit could be increased efficiency of about 80 percent with internal rate of return can be acceptable. A series of cogeneration studies and applications in USA, Europe and Middle East dual purpose plants have been considered in the preparation of this paper.
