In this research, mmocryslallinc particles of Ct.:02 have been successfully prepared via nKld ificd microctllulsion process using dicthanolami ne oleate as nonionic surlactant and oelanol as nOlonly oraganic phase but also as an anti foam, for the /lrs time. The morphology and properties of the synthesized sample was studied using X- Ray diffra ction (XRD), Scanning Electron Microscopy (SEM) and Bnmaucr Emlllctt Teller (BET). Based on X- Ray Diffra ction pattems of thc powdcrproduced, the average crystalline sizes were approximately 3.90 nm and the sample had highpurity. It was also found that the specific surface area of cerium oxide nanopanic1es was 98.43 m1/g. Also, photocatalytic oxidation of Reactive Orange 16 (RO-16) in aqucous solution with synthcsizcd ccrium oxidc nanoparlic1cs has been invcstigatcd in Pyrcx reactor which has llscdhalogcn lamp and high prcssurc mcrcury [amp as thc ult raviolet light sourcc at ambicnt tcmpcraturc.
