This study discusses the principals and opportunities for small scale hydropower plants (HPP) under the Kyoto Protocol’s Clean Development Mechanism (CDM) andit also addresses PIRAN HPP as a case study. PIRAN HPP is located in the west of Iran, Kermanshah Province owned by IWPCo. Calculating emissions reduction andundertaking an investment analysis are two main parts of the project’s CDM standardization. Results show that without Certified Emission Reductions (CERs)revenues the project is not economically attractive, whereas considering CERs revenues leads to a remarkable growth in the project’s Internal Rate of Return (IRR).Hence, the project implementation could be feasible if it is considered as a CDMactivity. Furthermore, the project implementation improves the local sustainable development providing job opportunities and using renewable energy for powergeneration.
