The increasing development using of Distributed Generation and exist vibrations in their output power, made voltage regulation of distribution system toimportant problem and the participation of this sources in distribution system voltage control is required. Also restructuring the electricity industry lead to make reactive power market and problem of minimization losses and voltage deviance are more important from pervious.Achievement to these purposes is possible with optimal allocation of reactive power. What in optimal allocation of reactive power is important, achievement to minimum of reactive power costs and losses costs, minimum of voltage deviance simultaneity. This paper introduces an efficient algorithm for optimal voltage and reactive power control in distribution systems with participation of distributed generation and voltage control devices in presence of reactive power market. The purpose is determination of output reactive power of distributed generation and the other reactive power sources and taps position of voltage regulators to obtain those purposes. For optimization, apply particle swarm optimization. The simulation was implemented on a part of Tehran distribution network and comparison the losses, cots and voltage profile at different load levels shows the accuracy of results
