There are so many optimization dam operation models developed to improve parameters that affect one certain operator interests, while such models cannot be used in real world in which several operators are involved. In such environments, an operator’s benefits does not just depend on his/her decision rather it depends on other operators’ decision. Theory of games is a capable tool that can make models of operators’ behavior in such environments in which several independent decision makers are involved. In complicated competitive markets, there are situations thatplayers do not have a proper understanding of the results of their decisions and they make decisions based on previous similar situations. In other words, in such occasions, operators’ historical memory is helpful and allows them assess the payoff of their decisions. Fuzzy set theory is an adequate tool that enriches models to face any ambiguity. This paper presents a model based on theory Of games to make model of hydropower dam operators’ behavior when they are not aware of the exact payoff functions of their decisions. The findings reveal that such models can be used whenoperators do not have a clear understanding of the payoff functions of their decisions and allow them make decision.
