چکیده:

Knowing the possible dangers of earthquake in high seismicity large cities, lesson learnt in past earthquake, disaster management principles in developing countries and examining the causes of severe injuries (and sometimes death) after earthquake (e.g. delay in relief operations) has made the construction of Earthquake Disaster Management Multi-purpose Complexes (EDMMC) with self-help neighborhood approach as one priority in large cities like Tehran. These buildings with different purposes and functions including theater hall, educational, conference and meeting hall (e.g. as disaster management sessions center), exhibition, food and drug store, café and restaurant before the earthquake and field hospital and temporary occupation of refugees after earthquake and also center of dissemination of information and news are established in each district. In this paper the principles of special architectural, structural and seismic design of these complexes are explained with the aim to reach all stated goals with their highest efficiency and immediate occupancy seismic performance level. At the end, two design works are presented with considering the mentioned principles
