Integrated natural resource management of surface water and groundwater is critical in ensuring sustainability of the water resource. The climate change impacts in Iran with water scarcity are incredible that affected in water supply in different aspects. The consequences are declining in water supplying reliability for urban areas and the lower priority for agricultural use. The adaptive water resource management could be a suitable tool for coping with mentioned impacts. The case study is Haraz River basin, located in North part of Iran. In this area water crisis in supplying water demands are vital especially for municipal water supply for Tehran that is capital of Iran. The integrated water resource with conjunctive surface and ground water management approach was made possible to allocate water in demands sites by changing the storage reservoir and ground water aquifer operational rules. Because of dynamic characteristics of natural situation like hydrology and meteorology of region, real time operation of water resource systems is necessary to improve water resource management and risk reduction. In this study, system dynamic model with VENSIM software was developed. VENSIM is a visual modeling tool that allows you to conceptualize, document, simulate, analyze, and optimize models of dynamic systems. Results of developed System dynamic model, illustrated that this approach would be practical to mitigate the water crisis in the region. With several analyses of model results the adaptive management with some guidelines for reservoirs as well as aquifers operations could be suggested.
